Response to clarification: Mulțumim pentru clarificare. Denumirea lotului a fost ajustată conform necesităților reale ale beneficiarului final. Prin urmare, nu se impune o anumită marcă sau un anumit producător, fiind acceptabile produse echivalente care demonstrează îndeplinirea integrală a cerințelor tehnice și de performanță solicitate. Documentația de atribuire ajustată va fi atașată la procedura de achiziție.

Response to clarification: Mulțumim pentru clarificare.Cerința privind configurația setului cu două casete a fost stabilită în baza fluxului de lucru și a modului de utilizare prevăzut pentru investigațiile de laborator, precum și a necesității asigurării unei prelucrări standardizate și reproductibile a probelor.Configurarea în două casete reprezintă configurația tehnică avută în vedere la stabilirea necesarului laboratorului și a modului de efectuare a determinărilor.Cerința se menține în forma prevăzută în documentația de atribuire întrucât aceasta reflectă necesitatea tehnică identificată de abeneficiarul final.

Response to clarification: Mulțumim pentru clarificare.Precizăm că soluția tampon de liză este prevăzută ca componentă necesară pentru etapa de pregătire/prelucrare a probei în cadrul metodei de testare, iar cerințele tehnice aferente au fost stabilite în raport cu funcția acesteia și cu compatibilitatea necesară cu sistemul analitic.Menționarea caracteristicilor tehnice ale soluției are la bază necesitatea asigurării unor condiții standardizate de prelucrare a probei și a compatibilității cu metoda de detecție utilizată.Totodată, pentru evitarea unei eventuale interpretări că se solicită o anumită marcă sau configurație comercială, nu se va aprecia conformitatea exclusiv prin denumirea comercială a soluției sau prin forma ambalajului, ci prin caracteristicile tehnice și funcționale documentate de producător. În ceea ce privește volumul, acesta este corelat cu consumul necesar pentru efectuarea numărului de determinări solicitat și cu procedura de lucru aferentă metodei. Prin urmare, un produs cu alt volum nominal poate fi considerat conform dacă, potrivit documentației oficiale a producătorului, asigură integral funcția solicitată, compatibilitatea cu metoda, condițiile de utilizare și numărul de determinări solicitat. Nu se solicită un anumit producător, iar ofertanții pot propune produse echivalente care demonstrează îndeplinirea integrală a cerințelor tehnice.

Response to clarification: Mulțumim pentru clarificare. Cerința privind soluția tampon a fost stabilită în funcție de rolul acesteia în procesul de pregătire și prelucrare a probei și de necesitatea asigurării compatibilității cu sistemul de testare solicitat. Caracteristicile tehnice indicate în documentație urmăresc să asigure condițiile necesare pentru realizarea corespunzătoare a determinării și nu au ca scop identificarea unui anumit producător. Volumul indicat este corelat cu numărul de determinări solicitat și consumul aferent procedurii de testare. În consecință, diferențele de volum sau de formă de ambalare dintre produsele disponibile pe piață nu constituie, prin ele însele, un motiv pentru declararea neconformității, în cazul în care produsul ofertat asigură integral necesarul de reactiv pentru efectuarea numărului de determinări solicitat și este compatibil cu metoda propusă. Conformitatea urmează a fi apreciată pe baza documentației tehnice oficiale a producătorului, inclusiv instrucțiunilor de utilizare, fișei tehnice și, după caz, documentelor privind performanța și compatibilitatea produsului. Prin urmare, cerința privind funcția soluției tampon și asigurarea numărului de determinări solicitat se menține. Nu se impune achiziționarea unui anumit produs comercial, iar produsele echivalente sunt acceptabile în măsura în care demonstrează îndeplinirea integrală a cerințelor tehnice.
